| With the more complex trend of economic environment, the faster technological upgrading speed, the more fierce market competition and the rise of knowledge-based economy, enterprises need to respond quickly to the environment. At the same time, the trend of division of work between organizations becomes so evident that more projects require the participation of multiple organizations, to complete while the participating organizations also have to participate in multiple projects. Based on this phenomenon, the study of project governance has been undertaken to solve the problem. However, current theoretical research about core stakeholders, which are mostly based on the theory and methods of corporate governance and project management and regard the project manager as the core role of project governance problems to undertake the core stakeholder's roles and responsibilities, are unilateral, unscientific and not suitable for project governance through analysis of the paper.This paper puts forward that the core issue of project governance is the relationship between stakeholders' authorities and responsibilities while the stakeholders'authorities should be the compensation for their governance roles and responsibilities and be identified by their governance responsibilities rather than their ownership of corporation's resources, so the expectations and requirements among stakeholders are the basis and fundamental source in establishing the relationship between stakeholders'authorities and responsibilities.Therefore, from the research perspective of governance roles and responsibilities undertaken by stakeholders, grasping the starting point of stakeholders'expectations and requirements, the papaer firstlyderives the research ideas of determing the core stakeholder in project governance through the identification of stakeholders, the stakeholders' expectations elicitation, the mining process and conflict resolution of stakeholders' requirements, the division and matching of governance roles of project stakeholders and the sorting process of the project stakeholders'influence degree. Secondly, through the integrated application of QFD theory and network maximum flow theory in graph theory, it presents a new research method which can transform stakeholders' fuzzy expectations into clear project requirements and tasks, resolve the conflict effectively and provide the basis for determing the core stakeholder. Thirdly, based on, the stakeholders' requirements mining process, the paper constructs ANP network model, define relationships between the model elements and their managerial significance in calculating process and ultimately obtains the sorting results of stakeholders'influence degree to determine the core stakeholder in project governance. |
