First of all, the system of integrated assessment of environmental and economic performance for cement and other basic materials was established, and the calculation methodology was established to obtain the environmental cost of cement industry on the basis of life cycle assessment. The four principles of the method of integrated assessment of environmental and economic performance were given.Secondly, the unit environmental cost of cement industry in China from 2002 to 2009 was calculated. In 2009, the environmental cost of coal was 21.4 yuan/ton, of electricity was 0.45 yuan/kWh, of limestone was 2.39 yuan/ton, of coal gangue was 98.8 yuan/ton, of fly ash was 144 yuan/ton, of slag was 120 yuan/ton, of particle matters was 30900 yuan/ton, of SO2 was 19800 yuan/ton, of NOx was 26700 yuan/ton, of CO2was 27.2 yuan/ton.Thirdly, the scope of the cement industry was set and the purpose was described. The inventories of material flow and the energy flow of Chinese cement industry from 2002 to 2009 was compiled. The total environmental cost, the environmental cost per ton, the environmental cost of inventories, the percentage of total environmental cost accounting for GDP, and the percentage of inventories environmental cost in total environmental cost were calculated. The results were analyzed to obtain the rules of the environmental cost of cement industry in China and the convergence. The conclusions are as follows: the total environmental cost of Chinese cement industry will probably rise up in the future, the environmental cost per ton may be between 157 yuan and 164 yuan, the percentage of total environmental cost accounting for GDP may be 0.76%. The causes for the decreasing environmental cost per ton may be the development of NSP, the application of waste heat power generation system, of saving energy for grinding, of industry waste, of the dedust-desulfuration-denitration technology, and of the energy saving and emission reduction laws and standards.At last, the impacts of changes of pollutants emission limit standards to the environmental cost were discussed. The results show that the stricter the pollutants limit, the sharper the environmental cost per ton will fall. In summary, the traditional cement industry which depended on high energy and resource consumption, and high pollutants emission should transform into eco-cement industry.
