Evaluation And Policy Researching On Service Innovation Capability In Liaoning Province

The developmental level of services has become to be a criterion of the living standards and development of regions. Service innovation is a important driving force for economy. And the innovation capability of services is one of the most important criterions to measure the comprehensive strength of each region. In recent years, the development of service, especially modern service sectors were placed in the prominent strategic location by the Liaoning administration. Therefore, how to improve the innovation capability of services is of crucial importance meaningful for stimulating the development of the services in Liaoning.The theoretical results of regional innovation system, service innovation system were applied to learn the regional service innovation capability which is a kind of capability that service firms utilize the embody knowledge combined with the external knowledge to produce a new knowledge. It divides into knowledge creation capabilities, knowledge distribution capabilities, knowledge application capabilities and innovation milieu. Then, a system of evaluation for service innovation capabilities was constructed according to the affect factors of regional service innovation capabilities, and then factor analysis method was applied to evaluate the service innovation capabilities among the 31 provinces or cities in China. Through compare the innovation capability of Liaoning with Beijing, Shanghai, Zhejiang, Jiangsu, Guangdong, Shangdong in horizontal and vertical analysis, some shortages were found in this paper as follows, the informationization level to be low, insufficient in service demand, lack of entrepreneurship, underachieve of superior professional personnel, and lack of production units-educational institution-research institutes association. In order to improve these problems, some suggestions were proposed in the paper. Firstly, invest more in the information and communication technology industry so as to improve the standard of informationization. Secondly, invest more funds to service research so as to improve the innovation efficiency. Thirdly, lower the threshold for service market, it is helpful to sharpen the competitive edge of service firms in Liaoning. Fourthly, adjustment the structure of personnel of service in Liaoning and accelerate talents constructive. And the last one is building the service innovation system. Our research which is in keeping with the development strategy of services in Liaoning province is meaningful.
