In the report of Seventeenth Party congress, we can find that:"Economic development must be based on more emphasis on social development, efforts to protect and improve people's livelihood, to advance social restructuring, to expand public services, to improve social management and promote social families and justice, to ensure that all people enjoy their education, employment, income, medical services and a sense of security and housing, all these are mean to promote the building of a harmonious society."Housing has been a historical issue which has been listed as a programmatic document as a new party in the new century. Real estate is not only an important part of the total economy, is an important factor in promoting economic growth, which is also the basic needs of every family, is an essential factor in social harmony.In recent years, due to the liberalization of national macro-control policies and the general population growth in demand, Changchun City's real estate industry developed rapidly, showing a flourishing scene of prosperity. However, behind this prosperity, there is a blind real estate construction situation, which can be reported as having a large number of idle housing, non-room home of many, many problems of supply and demand imbalance. The main purpose of this article is to research this situation and try to solve it, mean to guide the development of real estate practice in Changchun, further scientific planning and guidance of the government.In accordance with the general theory to practice, this article try to analyze and then to solve the problem from five aspects.In the first part, the author analyses the status of domestic residential housing, in particular the Changchun city. The industrialization and urbanization has experienced a tortuous history, urban housing are not the process of industrialization in the early manifested. Since the reform and the opening, with the urban housing system reform and the gradual improvement of the real estate market, urban households began to own their own houses. As the population is over past the cultivated land, and the government try to protect the land which are occupied by urban expansion inevitably face conflicts of fertile land, with the transfer of rural labors to cities, increasing the urban population, the need to improve the existing housing problems in Changchun will be a long time to come.Secondly, around the real estate investment in aggregate demand in the promotion action with a real estate consumer in the driving force of consumer spending, real estate, consumer spending on other's role in promoting the development focus of the real estate industry's role in economic growth, also profound analysis of blindly relying on the shortcomings of the real estate industry to promote economic growth. This paper quoted Marx and Deng Xiaoping on consumer issues and real estate investment classic exposition, use it as a study guide. In the urban consumption structure, housing consumption becomes larger and larger, also led the development of other related industries, providing a large number of employment opportunities. Housing consumption and real estate investment, municipal infrastructure, public service facilities are closely linked to the growth of housing consumption to promote economic growth. However, there are also many risks which are just blindly rely on real estate investment, capital seeks profit while the surface of the housing market boom, but also to stimulate housing demand further. The housing prices rise continuously, housing investment and consumption scale had been expanded, many financial capital assembled to the real estate pool, thus causing the surface of the housing financial prosperity and financial capital appreciation, those will also lead to imbalance in the credit structure and the accumulation of financial risks.Third, through detailed data, the author analyses those factors which affect the residents in Changchun on housing consumption, resident of Changchun City, the specific manner and housing consumption housing market situation and then issued the problem in residents of housing consumption in reality. From the recent economic development perspective, the core of effective demand factor in the decision of housing is the ability of households to pay, even the protection of public resources is adequate, the housing market supply is adequate, those still can not guarantee that all urban residents can be balanced enjoy, more does not mean that the basic housing needs of urban residents can be met. In a market-oriented economic system, the low-income people's income growth in general is always lower than the average level of income growth, relatively low-income people gradually reduced housing affordability. If housing prices rose higher than the level of revenue growth, middle-income group housing affordability will gradually diminish. Price of housing and income become contradiction aspects in residential housing consumption. Fourth, this article focus on the shortage of housing for low-income families and supply levels, focusing on housing prices and low-income families purchase issues from housing prices and housing affordability of low-income families in Changchun. In the growth of income process, the different income groups such as rate of revenue growth are not the same. From the investigations of household income, we find that the high-income and low-income families are much differently, affordability caused main problems in concentrated low-income families. Of course, if housing prices rose too fast, also make middle-income families and even some high-income families difficult to afford the costs. If the housing prices rose too fast, the low-income families will go farther and farther away from the expectations of owing house, so that the city's housing problem has become more complex. Despite the efforts of the government, the housing problems of low-income families still can not be solved fundamentally in the short term.In the last part, the article proposed the specific measures mean to strengthen the macro control and the management of real estate. Deepen the reform of housing further, improve housing security system, implement the housing consumption tax adjustment program, rise the resident's disposable income, push the stability of new commercial housing market, active the stock market and strengthen the supporting management of housing consumption, all these measures will stimulate the housing market.The development in real estate is still swinging day by day, which promote the birth of further development of theoretical research. Economic and social development of the main contradiction change everyday, housing policy should adjust in different times. Changchun occupied the middle level of the economy in, its housing policy must coordinate with the overall economy, and the national mainstream economic policies in practice. The current housing policies are in line with the people's livelihood, employment, economic growth, so that the market efficiency and effectiveness of national public finances collocated in reason. Reasonable housing reform, the point is to exert the full role of the market, while to the special social groups, using special policies, so that we can realize the goal to protect the basic civil rights in Changchun.
