With the acceleration of the process of industrialization, the rapid expansion of city, the growth of urban population, the countries have faced urban traffic congestion problem. Therefore, many countries all over the world are developing the urban rail transits, such as metro, tram and light rail transit. Urban rail transits have been the effective solution to the problem of urban traffic congestion for its fast and efficient, safe, energy saving and environmental protection, land conservation, ect. However, the high cost of rail projects and the expensive of operation maintenance cost, as well as the social problems-noise pollution, traffic accident and air pollution become the "bottleneck" of its healthy development.The beforehand scholars only focus on internal costs or external costs; have not connected the two parts. How to reduce the total costs of urban rail transits, including the construction and operation, at the same time, minimum the external costs is the most important problem.
