Economic globalization leads rarely fierce and broad competitions among the economy bodies. Various elements move freely in the international market, and it helps to form and develop the cities. Under economic globalization, the competitions between nations and nations have gradually evolved into competitions between cities and cities which have turned into competitions between the city brands and the city brands. In recent years, the researches on the city, city brand and city competitiveness have attract wide attentions from policy makers.At present, the study on the influence of the city brand to city competitiveness is a new topic, and it is also a very difficult issue. Although this is only a micro perspective on the competitiveness of the city, it is still a very broad field. Therefore, this paper identifies medium and small cities in the provinces as the study projects. It does some researches on a certain city to embody the meanings of promoting city competitiveness by city brand. This paper focuses mainly on the issues as followed:(1) Make analysis frame of five elements of city brand by introduction of theories of city brand and city competitiveness domestically and abroad. Discuss five basic elements such as economic element, environmental element, human settlements elements, management element and city image element which make up of city brand. Moreover, argue the economic element, social element and human elements which make up of the city competitiveness.(2) Exam the city brand and city competitiveness among city Changsha,Wuhan, Zhengzhou and other main 12 cities in Hunan Province in 2008. Make empirical analysis of the correlation among 13 cities in Hunan Province, Wuhan and Zhengzhou by using the methods of factor analysis and regression analysis.(3) Make institutional arrangements and recommendations of Changsha city brand.Taking city Changsha for example; the article puts forward measures of brand construction in five aspects such as city shaping, management concept, government figure, environmental quality and cultural environment which is based on the introductions of the construction of Changsha city brand.
