Science & technology is primary productive force, the progress and development of which have a profound effect on economy, culture and society's path of progress. Science & technology makes more contribution to our economy, and continued to play a more important role in all provinces'economic growth.The input of science and technology are the material basis for the scientific research and technological innovation.The raising of science and technology input efficiency is important prerequisite for its continuing enhancement, which is the only way to promote science & technology's continuing competitiveness and sustainability.Trying to improve the level of technological development of a region and to enhance scientific and technological progress contribution rate of economic growth is an important strategy to promote socio-economic development measures and approaches. Science and technology policy represents the government science and technology will, is to determine the direction of development of science and technology to guide the strategy and tactics of science and technology principles. To develop appropriate science and technology policy in the region, to optimize technology resources configuration, and to maximize the effectiveness of scientific and technological resources, is a top priority placed in front of every local government.This method of using DEA in eastern China,11 provinces and cities to evaluate the efficiency of scientific and technological input-output analysis.Firstly, this paper elicit that whether these provinces are DEA efficient, then use gray relational analysis method calculate the correlations between 5 science & technology inputs,6 science & technology outputs and DEA efficiency. Local governments should strengthen the emphasis on science & technology activities, increase research funding and financial science & technology funding efforts, strengthen science & technology policy, formulate and improve laws and regulations to create a system and standardization of science & technology policy environment for science & technology to build a good macro-supporting environment. Finally, on how to improve the efficiency of input-output technology policy, this paper put forward practical and feasible science & technology policy, to enhance the transformation of science & technology achievements into productive capacity, ultimately to improve the competitiveness of provinces'and cities'science & technology and economic strength.The paper are divided into 6 parts as following:The first part is an introduction, describing the research background, purpose and significance, research ideas, research methods and the point of innovation.The second part is theory summary,in this part,reviewing the domestic and foreign's science & technology acticities and investment, the relation between science & technology investment and economy growth,and some research methods about science & technology imput-output efficiency.The third part is introduction to assessing the efficiency DEA method and to construct the science & technology input-output efficiency of the evaluation index system.The fourth part is empirical analysis of 11 major provinces in eastern China's input-output efficiency of technology assessment and analysis, followed by detailed analysis of Tianjin and Fujian's DEA inefficiency, and then apply gray correlation analysis method to analyze the input and output indicators,The fifth part is policy analysis to improve the efficiency value of science & technology input and output, and to give a series of operational policies and proposals to the region on the government to develop appropriate science & technology policies and legal systems.Part VI is the conclusion part, concluding the results of this study, describing the shortcomings of the study, and suggesting future research directions.
