Study On Financial Support For Rural Infrastructure Of Shanxi Province

Rural infrastructure is the necessary conditions of the rural economy and society's development. Nowadays, the financing for rural infrastructure construction mainly involves: financial investment, banking institution inputs, private capital investment and farmers' inputs. But some of commercial banks are faced with problems such as the imcomplete of county-level institutions, resulted from institutions'evacuation a few years ago, and the contradictory nature between the aim to make profit and the nature of public goods or quasi-public goods, therefore they can not well provide rural infrastructure construction with credit support. Due to the business limit, the single source of funds and other reasons, Agricultural Development Bank of China also can not give a good support for the rural infrastructure. Besides, because the property rights are not clear, rural credit cooperatives with a heavy historical burden has already appeared a commercial finance properties in actual operation, so they are somewhat powerless when it comes to rural infrastructure construction. And there have some restrictions for private capital when they want invest for the rural infrastructure construction, and it's lack of guidance, so the private capital invest little in rural infrastructure. The last channel is farmer. But farmers'accumulation is limited, therefore they also can not support the task of rural infrastructure build.After the brief introdution for the rural infrastructure and finacing, the article analyzes the present situation and problems of rural infrastructure of ShanXi Province. Recently, as the economy steadily developing, ShanXi Province has increasingly strengthen the financial investment on the rural infrastructure construction, and meanwhile carried out a lot of projects, including market-build project named "Thousands of County and Country", many water conservancy projects and cultural construction,ect. In this case, rural infrastructure construction of ShanXi Province has made a certain achievements. But generally speaking, the current situation of rural infrastructure construction in ShanXi Province is still lagged behind, and has exposed many serious problems:financial investment is not big enough, investment structure are unreasonable, financial inefficiency and the way of financial support is single, which seriously restrict the development of ShanXi.In this article, financial investment to rural infrastructure construction has three ways: fiscal direct investment, financial subsidy and public-private-partnership. Based on the analysis of the current status and problems of ShanXi Province, this article tries to explore the way to fully exert the finance fund's guidance while further strenghthening fiscal direct investment to lead various financing way into rural infrastructure construction by the financial supporting model to the rural infrastructure construction.This article attempts to make a match between the various types of financial support and the different rural infrastructure, in order to construct rural infrastructure more efficiently. I think that fiscal direct investment should be mainly to the rural infrastructure construction which aims to improve the quality of the farmers'life and the cultural education. At the same time, we can lead the financing institution such as banks into the agriculture producing infrastructure by financing, and we can also encourage farmers to participate in such infrastructure as ecological environment, which is closely related to the country's long-term development. Besides, refer to foreign PPP model, government can be together with private capital to complete construction of rural infrastructure which can be charged.At last, the article gives a few of advices on how the finance of ShanXi province support the construction of rural infrastructure, that is, firstly we should reinforce the plan as a whole and arrange the key project according to the practical situation; at the same time, we should determine the development priorities according to different situation of different area; besides, we should strengthen the financial support intensity and ensure the steady growth of financial capital used to rural infrastructure construction; at the last, we should pay an attention on the use of fiscal funds, to increase the service efficiency of funds.
