| The government procurement system in the modern sense has been set up more than 200 years . With the rapid development of information technology, widespread of internet's information technology, Information technology lends necessary objective conditions to the development of procurement activities. Building an information platform can let the government procurement to accomplish course of procurement, management of procurement, construction of digital and auto policy decision. The government procurement system in our country starts lately, so it belongs to new things. From 1996, Shanghai City firstly tries to carry out the reform of the government procurement system. In 2000, it spreads in our country. At January 1, 2003, Government Procurement Law has been carried out. From then, the frame of government procurement system in our country had been formed.Part 1: introduced the background, significance of this issue and theoretical studies both at home and abroad; Part 2: starting from the theory of the government procurement system, E-government procurement, economics, researched the economics function and signification.
