The relationship of America and Soviet Russia was smoothing when 1960. Many troubles, however, in the"western free world"such as the dollar questionenlaced the US.As the the Second World War was ending , both America and Britain aspired after the leadership authority of International Finance. The USA won and the Bretton Woods System was the trophy.Since then the dollar replaced the pound sterling becoming the main reserve currency of the world.Though it had learned a lesson from the chaos of 1920s′international financial order, the new currency system was still precariously.The white house found that it could not find a balance point between the output of dollar and the Strong dollar.This visualizing problem which had feazed the American Government since 1958 was severer and severer so that the white house had to take steps. This article is going to revival the measures of the Kennedy Administration and the Johnson administration .Showing the differences of the measures between the two Administrations is another intention of the article. The measures of the america's dollor defense policies from the Kennedy Administration are including sharing the cost of overseas defense and foreign aid as well as the reform in the international monetary field and the attitude to the gold reserves .At the same time ,the I show the readers the differeneces between the two administration about those items metioned earlier. Above all,the article is going to testify the idea that the foreign economic policy of the USA in 1960s had begun to change from idealism to realism, from cosmopolitanism to nationalism.
