The system of Interest Bearing Silver is the characteristic of the Qing Dynasty, official conducts of it and using the intrest gained from this way for the welfare of the army was not seen in any central dynasty. During the Kangxi Yongzheng and Qianlong reign, the system was carried out from central committee to the local in large-scale. It was not only beneficial to the Eight Banners and garrison outside but also providing wealth for the royal family , and it played a very important part in the political rule. Kangxi Yongzheng and Qianlong carried out the system in different ways. During the Kangxi reign the Emperor considered primarily for the Eight Banners'livelihood and lent the silver to the merchants who were related to the Neiwufu and who engaged in salt bussiness. During the Yongzheng reign the Emperor promoted the system to the Provincial troops and practise En Shang system (which award the interest earned on loans to Imperial relatives and soldiers) .During the Qianlong reign, the system became to reward the Han Eight Banners and the Green Troops, and at the same time the emperor withdrew the principal input step by step. The system was no longer used for soldier's reward, but turned to the other form. From the investment of view, the system is still the old ones to invest in interest-bearing industry, and therefore can not provide new points of economic growth, so we can see some problems of the political rules in the Qing dynasty.The article contains four parts as follows:Part one: How the system had been introduced.Part two: Analysis of the operation of the system during the Kangxi reign.Part three: Analysis of the operation of the system during the Yongzheng reign.Part four: Analysis of the operation of the system during the Qianlong reign and the process of withdrawing the principal input.
