The Study On The Effect Of Improving Foreign Investment To The Development Of Hebei Modern Industry

The modern industrial system is a sustainable industry system, which adapts to the trends of the globalization, the knowledge-based economy and cyclization and the evolution laws of the international industry. It relies on the high-tech, makes the innovation as its main driving force for development. It pursues the agricultural modernization, the industrial informationization and the services subjectification. It pursues a sustainable industry in which we can get the eco-efficiency, the economic benefits and the services benefits. To build a modern industrial system, we not only need to change the economic development strategies and the development model, optimize and update the industrial structure to promote the formation and development of the modern industrial system , but also we need to get advanced technologies and more mature experience from the developed countries and promote the formation and development of the modern industrial system through the foreign capital. Therefore, the purpose of this research is to enhance the role of foreign capital in modern industrial development of Hebei and to give it full play in its positive promoting role, so that we can construct a modern industrial system as soon as possible.This paper starts from the current situation of Hebei modern industry and its use of foreign investment, It draws on the mature experience of developed countries in modern industry development, makes theoretical analysis and empirical analysis of the impact of FDI on modern industry. We consider that FDI could promote the formation and development of modern industry through increasing the foreign capital investment, promoting technological progress, increasing employment opportunities, improving the quality of employees and optimizing the industrial structure, etc. And it further verifies that there is existence of causal relationship between FDI and GDP of modern industry with econometric methods. Finally, this paper puts forward some countermeasures and suggestions on how to guide the foreign investment to participate and play its powerful role in the building process of Hebei modern industry based on the empirical analysis, that is not only we need to improve our own industrial level, the ability of technological innovation and the level of human capital to improve the capacity to attract investment, but also we need to improve the utilization of foreign investment policies, enlarge the degree of the openness and optimize the structure of attracting foreign capital inflow to attract the foreign capital, in order that FDI could promote the development of industrial structure in the rationalized and high-class direction.
