Study On The Application Of FC Model In Infrastructure Construction

The rapid development can not be separated from the construction of the urban infrastructure. As the government has limited financial resources, the urban infrastructure funding of construction needs from a variety of channels, so the investment and financing activities of urban infrastructure project came into being.At present, China's infrastructure construction of the main financing mode is limited to the amount of financing. These financing models have their inherent limitations. To some extent, limit the pace of China's infrastructure development. It also decided they could not successfully complete to the historic mission of attracting domestic and foreign private capital to participate in infrastructure construction. Based on this background and needs, as well as China's national conditions, in order to develop large-scale infrastructure construction, we must have a new vision in the financing sources and financing models and find a new,viable mode of financing. Based on this background and corresponding practice,FC model was born.The study of this thesis is based on infrastructure investment and finance theory,operation thinking,organizational structure and management structure feature of FC mode;?using comparative analysis method,?compared and researched the FC model and other infrastructure financing models,?elaborate the application feasibility of FC mode in infrastructure construction; study and discusse the critical factors of success FC project from four areas: project evaluation and decision-making,investment planning and control, project operation and project management; collect the relative information of Jin-hou highway FC mode project,summarize and analyze the successes and failures of this Case's using FC model,?and gives inspiration and applications,?give inspiration and attentions in the application.Through research,? this thesis think FC mode is a new financing model which is different from the BOT project financing mode,? with unmatched advantages of other infrastructure financing models. It can only be used in operational (or quasi-operational) infrastructure projects. At the same time,?through deep excavation,the thesis think,?in order to the FC project's operation acquire Success, the main should do is following tasks: first, select the appropriate project, do the work of FC project evaluation and decision-making well; second, do the financing work of FC project well; third, do the work of FC project investment planning and control well; finally, do the FC project overall management workwell . In addition, the key of FC mode's practice is to choose a good contractor, do the work of the labor division between the government and the contractor well. handle the relationships of rights,responsibilities,interests well.Currently, the domestic research on the FC mode and practical application of the theory are very little, The study of author have innovative and pioneering nature, play the leading role to the following's further Studies, results of this research has some reference value for the actual operation of the FC mode.
