Reserve ancillary services are important guarantee for safe and stable operation of power system in power market. In power market open to both supply and demand sides, some of the power users have load elastic and fast control ability. In emergency the users can cut parts of their loads, equivalent to provide the spinning reserve to power system. Therefore, both the interruptible load(IL) of demand side and the reserve capacity of generation side can be involved in ancillary services markets as system reserve. Introducing a variety of reserve types and configurations to the reserve market, which can effectively improve the ability of system to withstand catastrophic blackout, suppress the market power of generation side, improve the efficiency of reserve market ,and optimize operation mode of the power system.This thesis aims to build a reasonable market mechanism and purchase strategies of reserve ancillary services to coordinate and optimize the various forms of reserve capacity. For the reserve market which is opened after the energy market cleared, the energy cost, reserve cost and reserve utility value are measured to be a single objective function according to the currency value. The purchase strategy model of demand-side reserve market which is based on the reserve utility coefficient(RU) is constructed in this thesis to maximize the social benefits. The bidding model of IL bidders, the electrical position of ILs and other factors are considered in this optimal model. Finally the model is conducted by an example simulation.The united market which the energy market and reserve market are joint optimal is adopted by most regional power market in the world. For this united market, a optimal model is constructed whose objective function is the economy of both energy market and reserve market, and whose constraints are reliability index of probability or expectation. So in the thesis the IL would participant in the reserve markets, and the objective function of optimal model is minimizing the cost of both generation and reserve. The reliability constraint is Expected Energy Not Supplied(EENS) in which the impact of IL involved is taken into account. The reappraisal of EENS called new"area not-supplied energy curve". Finally the IEEE-30 bus system example would be analyzed and discussed to five cases.The optimal model is solved with the improved genetic algorithm. The crossover operator and mutation operator of genetic algorithm are improved in the thesis, and the cataclysm is carried out under appropriate conditions. Therefore the improved genetic algorithm would improve the convergence efficiency, and restrain premature convergence.
