Study On The Financial Subsidy Of Agricultural Insurance In China

Modern agriculture is facing a various severe risks of business, especially the frequent natural disasters seriously threaten the continue development of agriculture. The capacity of farmers against natural risks is very limited so that we need to use the risk transfer tools——agricultural insurance.An important reason, why the development of agricultural insurance in our country has been in low-level of all the time, is lack of financial subsidy of the government. The properties of agricultural insurance determine that it should be a kind of policy insurance, and it is impossible to seek the outlet from the commercial management of the insurance companies. The financial subsidy of government is its requirement of smoothly development. Although the importance of the agricultural insurance of the financial subsidy has already got the general concern in the recent years, but the concrete thinking about the financial subsidy has not taken shape, neither the relevant laws and regulations nor the specific measures. Under such circumstances, using for reference foreign subsidy models and searching our own effective way can promote the fast development of agricultural insurance even agriculture production, have an important realistic meanings in the future.The whole thesis consists of 5 chapters, and the framework goes as below:Chapter 1 is exordium. This chapter briefly indicates research situation as well as research significance, introduces the research situation by the related literatures at home and abroad, and describes the logic framework and the research methods of the whole thesis.Chapter 2 reviews four development processes of the agricultural insurance and analyses the 3 major factors which impedes the development of agricultural insurance, and then draws the theme of the whole thesis, which is that our agricultural insurance needs the financial subsidy of government urgently. Chapter 3 analyses the reasons for the government finance subsidizing the agricultural insurance. This section firstly analyzes the nature and the equation of demand and supply of the agricultural insurance from the view of economics, and then discusses the necessity of the financial subsidy from the macro level.Chapter 4 draw lessons from the foreign financial subsidy modes. This section studies the 4 major subsidy ways, includes the factors that affect the strength of subsidy, and finally summarizes the experiences and lessons from the above analysis.Chapter 5 analyses the current situation and the policy suggestions for our country's financial subsidy to the agricultural insurance. This is the most important chapter in this thesis'. With the financial subsidy pilot projects of agricultural insurance, this part explores the specific subsiding ways from both the policy and measure. The policy suggestions guarantee the feasibility of the specific measures. And Attempt to establish the agricultural insurance subsidy system in line with the actual situation in China.This paper has some innovations and deficiency in the following aspects:Firstly, this paper has innovation in the subject selecting. The discussion on the agricultural insurance from the financial subsidy of government has rarely conducted profoundly and systematically. From this perspective, this thesis can provide a train of thought about the construction of our own financial subsidy system of China's agricultural insurance.Secondly, in the initial stage of the development of agricultural insurance in. China, the thesis provides a comprehensive and objective evaluation on the foreign financial subsidy modes, and there is positive significance of building relative policies.This paper has deficiency. The study on the problems was a little superficial and the cognition is not deep enough, because there is lack of the related literatures and it is difficult to collect data.
