Research On Cost Budgeting Planning Of Oilfield Block

In recent years, the contradiction between supply and demand of domestic oil resources is growing and the internal and external environment has deteriorated. The reducing reserves of crude oils, increasing difficult of exploitation, as well as the competitive pressures from the of international oil companies are making the profitability of oil companies and the capacity for sustainable development be significantly affected. The shortcomings of our country's traditional cost budgeting system exacerbated the crisis. In the context of gradually extending of reservoir management philosophy, the cost management model of oilfield block was proposed and it has attracted more and more attention. As the core of cost management, the researches on cost budgeting are of great significance for cost efficiency and enhancing the capacity of sustainable development of our country's oilfield companies.Based on the above background, this article firstly summarizes the theories of cost budgeting and reservoir management practically, and further analysis the requirements for cost budgeting of the reservoir management. Then in order to point out the existing problems and the improved direction of current budgeting system,this article analysis the base approach of traditional model, which establishes the basis for building the cost budgeting system of oilfield block. On this basis, the article designs the cost budgeting system of oilfield block. The system includes the general ideas, the base preparation and the specific content and so on. Next, in order to verify the scientific validity and the applicability of the system, the article put forward a case. At last, the article put forward a number of observations and recommendations for the practical application of the system.
