The Research On The Approaches For Farmers' Income Increments Under New South

"3-Agriculture" issue is always among the top cutting-edge and most complicated issues focused by domestic scholars and professionals as registered historically, particularly in China which is mainly populated by rural and agricultural people. The slow-down of farmers'income increments does not only affect the effervescence for them to be productive, is detrimental to the complete development of agriculture, but also is baneful to the congeniality of whole society; it is the domain perniciousness to Comprehensive Construction of Well-off Society and Constructing of Socialist Harmonious Society. As to the fact that China's reforming and opening-up are proceeding and the development of economy has been accelerated, "3-agriculture" involves the national congeniality and social security extremely more. Basically, the core of "3-agriculture" is farmers, while the solution to farmer problems is their income. How to increase farmers'income significantly and achieve the keep-going increment in a long-term are always the issue which interested governments in various levels and professionals in all related fields most. Currently, both international and domestic scholars give steps in numerous aspects of farmers' income increment; however, most of them are stuck in national and provincial and Macro levels. It is very difficult to establish a suitable module of income increment to most agricultural population, due to China's vast territory and imbalance in development of regional economy. Long-term solutions supported by Professionals today are actually short-run ones and lack of feasibilities.South-Jiangsu region is one of the districts where economy goes up extremely swiftly so that agricultural population improves their lives distinctively and obviously by applying new South-Jiangsu pattern to business and operations. This paper focuses on researches on approaches of farmers' income increments in new South-Jiangsu pattern tailored for South Jiangsu region whose economy is with most vitality and spirits in China. Because less developed regions may learn a lot from more developed regions, this paper analyzes the existing state and constructive characteristics of farmers'income in new South-Jiangsu pattern, then it takes the representative of this pattern—Kunsan County as a specific instance, systematically researches the effectiveness of farmers'income increment, pays major attention to obstacle factors of their income increment:Mainly, HR costs and expenses are comparatively low, it is difficult for surplus rural labors to transfer; congestion of rural lands'management rights cause the frozen industrial improvement; antiquated agricultural science and technologies. Finally, based on carping, imitating and absorbing theories developed by both international and domestic professionals about farmers'income increment, this paper provides a set of contrapuntally specific solutions by using economic, public administration and other theories and analyzing real data and in-field operations in Kunshan County: Establishing vocational educational system in rural regions to accelerate the surplus labor's transmit from rural to non-rural regions; Speeding turnovers of rural lands to process the industrialization of agriculture; Implementing strategy of improving agriculture by science and technology.
