American foreign trade policy is an important part of its economic policy and it is a tool of achieving its global strategy. After Little Bush held power, he raised a new strategy named"competitive liberalization", which was achieved by multi-track system."Fair trade policy"is the core of"competitive liberalization". Strategic trade policy and"Fair trade theory"are the rationale of Little Bush's foreign trade policy."Import shocks national industrials theory","import increases unemployment theory"and"the huge trade deficit theory"affect Little Bush's foreign trade policy as the economic factors. In addition, American congress,political parties and interest groups also influence Bush's foreign trade policy as the political factors. As the only super country in the world, the every change of American foreign trade policy will influence world economy and American economy. It also influences other countries'trade policy. The bilateral trade between China and America after Little Bush is in power increase rapidly. During the year of 2001and 2005, the bilateral trade between China and America grew by leaps and bounds and the high-rise economical exchange is very frequent. After 2005, the economic and commercial relationship between China and America entered into a new stage and it became closer but there were also some frictions. The huge trade deficit between China and America, export control on high-technique product of China, putting up quota on China's textile, anti-dumping, anti-subsidy and criticizing China's ineffectiveness on protecting intellectual property were the main problems that existed between China and America. After analyzing the advantage and disadvantage of Little Bush's foreign trade policy on China, the article reaches a conclusion that competition is the main characteristic between China and America, but the two countries also rely on each other. The economic and commercial relationship between China and America will cooperate in competition and go forward in frictions. Cooperation will be the main stream of the economic and commercial relationship between China and America.
