The global economy begins to show its nature of complexity and inconstancies while it stepping in the 21 century. On the other side, we become conscious of the globalization of economy seems obviously irresistible. The crisis of world finance, which began in 2007, brought on a new era of deep adjustment of the world industries and markets. Most Chinese enterprises, especially the State-owned Companies are quickening their strategy of internationalization while considering the special circumstances, trying to grasp the rushing opportunities.The special industry—China tobacco's choice and implement of internationalization will bring the most important influence to the country and great impact on the industry. The"Going Outside"strategy of China Tobacco is not only an important of choice of itself, but also an un-ignored segment of the state policy. After the deep research of the theories of economy and management, we can draw an important conclusion that the international strategy meets the internal needs of the enterprises, and satisfies the government's demands. Based on the analyses of the world tobacco and the domestic monopoly system of China Tobacco, We described the general situations and future developing trend of world tobacco and the ways of"Going Outside"for China Tobacco. We selected three typical cases—the Japan Tobacco, CNPG and Guangdong Cigarettes Company's factory in Cambodia for reference when we looking for the way.China Tobacco has some special advantages when it goes outside, which lead to multiple choices and channels during the process of internationalization. International trade of tobacco products, Marketing under license or authorization, Direct investment, Global marketing, Capital operation and Transnational purchase etc. can be adopted by China Tobacco separately or synchronously. At the meantime, the obstacles hiding in the system and mechanism of China Tobacco bring a lot of difficulties to itself. The balks and risks in the international markets request China Tobacco's high ability to deal with and control smoothly. If those problems could be solved rapidly, we believe that China Tobacco will become a gigantic tobacco transnational corporation in the sooner future.
