Telecommunications industry is a typical data-intensive industry, as the reform deepens, the competition is becoming stiff. Compared with other industries, telecommunications industry has more data of users. So only to properly analyze user data, find that more business opportunities, make the right decisions, to better provide services to users, to win competition in the industry. Telecommunications industry's decision-making largely depends on the classification of customers for different types of customers, the implementation of appropriate strategies to gain customer satisfaction, obtain customer's trust and grasp the true customer base, ultimately made by the enterprises themselves benefits. Customer's classification depends on the customer value analysis, detailed analysis of customer value can be informed of the size and the type of customer value to the client's classification.Telecommunications services are characterized by a number of business systems and complex data. The analysis, which is based on the customer value, needs extracting, processing and analyzing these huge amounts of data. Data mining is the best technology to handle the massive data, its function is mining out of the potential rules, patterns and knowledge from a large number of complex data. Decision tree algorithm is a method of data mining; it has the advantages of easy to understand with the classification structure, good algorithm speed and high accuracy.Paper described the meaning of customer value, characteristics and value classification, explained the role of data mining, depicted the principle of decision tree and the process of algorithm technology. Using the decision tree algorithm of data mining, the present value model from the customer and the customer both the potential value of model, paper deeply analyzed and designed both Current Customer Value Model and Potential Customer Value Model. Current Customer Value Model includes indicators of selection, decision tree establish, decision tree test and the rule combination. Potential Customer Value Model includes subjective and objective two indicators of choice, and then to establish the decision tree and the model.
