Along with the telecommunications integration in 2008, asymmetrical regulation is becoming a hot topic again in this industry. Asymmetrical regulation is not new, however, whose effect is controversial, giving the asymmetrical regulating practices in telecommunication markets in several countries. With the improvement in market structure, this regulation also resulted in the low efficiency, even in another kind of imbalanced market with the dramatic reversal of the market position between incumbent and non-incumbent operators, thus making the research on the effect of asymmetrical regulation very urgent and necessary upon the new era of telecommunication industry. The difficulty in this subject is its non-independence and the complexity in telecommunication industry.This thesis first studies the telecommunication regulation and workable competition theories, and with the detailed data and quantitative analysis in China and Korea telecommunication markets, the effectiveness of asymmetrical regulations was evaluated comprehensively. The qualitative analysis of each kind of asymmetrical regulation was put forward subsequently. A new approach of evaluation was also proposed in this thesis, taking advantage of BASS, the product diffusion model, and the probable impacts of asymmetrical regulations on consumers'choice on telecommunication business.The policy suggestions were given in the following part. Combined with the goal of telecommunication regulation, the probable problem the asymmetrical regulation may bring, This thesis recommend that the interests among the industry, the operators and the consumers should be all taken into account comprehensively, and the regulation law and policy should also be completed to promote the better development of the whole industry.
