Currently, food safety issues have increasingly become the focus of people's attention all over the world. The consumption of unsafe food causes hundreds of millions of people sick and death each year. Many countries suffer huge economic losses and cause a lot of international community disputes. As a result, food safety has become a global public health problem which is prior to be considered. Each government has taken a series of measures to address food security issues. In addition to improving food laws and regulations, strengthening food safety management, food safety science and technology has become one of the most important contents. Then, the supplying of food safety science and technology has become an important part needing to be solved. In this thesis, the author will explore the supplying issues of food safety science and technology from two perspectives:supplying system of food safety science and technology and organizing mechanism of food safety science and technology, using theoretical research, empirical research and literature research.First of all, this paper starts with the concept of food safety science and technology, its structure and properties as a solid theoretical foundation for the follow-up study.Secondly, the paper takes the supplying of detection technology as an example sketches the supplying process of detection technology on the basis of summing up the current status of China's food safety management institutions. However, because of the unreasonable setting of China's food safety regulatory agencies, the detection agencies in China exist many problems, which mapping out the shortcomings and inadequacies of the supplying system of food safety science and technology in China. On such basis the author puts forwards that establishing a reasonable supplying system should focus on the following four aspects: classifying the various detection agencies; establishing good coordination and cooperation mechanism; fully integrating food inspection testing resources; focusing on the cooperation between business and technological research agencies.Finally, the four characteristics of food safety science and technology:basic nature, public service nature, rapid response nature and "technology-society "nature lead to market failures and organizational failures. "Double failure" phenomenon shows that the supplying of food safety science and technology can not be any unilateral. Establishing supplying combination of food safety science and technology and distinguishing the role of main bodies are effective way to solve the "double failure" of food safety science and technology.
