As an important component of the society information resources, public information resources not only have the social value, but also contain the great economic value.With the increaseing of public information needs,the public exploition of information resources by government is difficult to provide a full range of services.Most of public information resources have value-added development space,and the market intervention has a positive impact to achieve its maximum development and utilization. So it is becoming a worth-studying task that how to promote marketization of development and utilization of public information resources to produce value-added benefits in the context of information disclosure.This paper regards marketization of public information resources as research perspective. By elaborating the content of marketization of public information resources and the necessity and feasibility of marketization,it discusses the market operation mechanism of public information resources, and points out effective solutions against the problems of marketization.Full-text is divided into five parts.The first part is introduction.It describes the research background and significance of marketization of public information resources, analyzs the current research situation about domestic and foreign public information resources, and points out the innovations and research methods.The second part is overview of marketization of public information resources. Beginning with the concepts and content of public information resources and marketization,it clears public information resources which can be marketed and which must be prohibited,describes the important steps of marketization of public information resources,and demonstrates of the necessity and feasibility of marketization.The third part is market operation mechanism of public information resources.It analyzs three market mechanisms, including cost-effective mechanism, multi-agent cooperation mechanism,competition mechanism and price mechanism.The fourth part is problems and solutions about the marketization of public information resources.It points out the problems on the process of marketization, and puts forward solutions from the views of government management, awareness training,fee structure and marketing strategies.The last part is the conclusion.It summarizes this article's main tasks and points out the research inadequacies.
