Ngo In Global Climate Governance

With the accelerating pace of globalization, global problems are flowing out continuously, which provides challenges for the living and development of the global community. Therefore , the theory of global governance as a global solution is rising.Climate change is a typical universal problem. According to the theory of global governance, the global climate governance includes the followings: subject of global climate governance,object of global climate governance, regime of global climate governance and the effect of global climate governance.The subject of global climate governance plays a very critical role in the entire system of global climate governance theory.Because of the principal norms and patterns of behavior will determine the course and the effect of global climate governance. Non-governmental organization (NGO_S)as one of the main body plays an increasingly important role in global climate governance. NGO_S has rich source of human beings and institutional, professional strengths, they also stand on the moral high ground. All of this can compensate for the other actor's weak. All in all, the participation of NGO_S is the principle of global governance, it adapted the demand of tackling global problems.In this article, I assess NGO_S influence in the negotiation of international Climate System under a specific analytical framework. By the case study of Kyoto Protocol, it illustrates that NGO_S carry enormous importance in transmiting information, shaping the agenda and improving implementation of international Climate agreement. However,NGO_S also have many difficulties of their own,only overcame these difficulties, global climate governance mechanism can be optimized.As the most important developing county, China should be fully aware of diversified actors , fostering and supporting the development of local NGO_S.
