The problem of land subsidence and groundwater resources, restricting and impairing urban and regional economy and sustainable development, is becoming a main geological hazard all over the world in twenty-first century. In most of these cities, land subsidence is mainly caused by groundwater over-extraction, much manpower and money have been inputted to monitor and control land subsidence and groundwater by governments, and, a lot of data (measurements) have been accumulated. However, how to manage and use these data validly is becoming the foremost problem of the study of land subsidence and groundwater lever. The technology of computer and GIS is a new method for us, we can use it to organize , manage , analyze and study the data, and give accurate support-decision information to governments. So, establishing a dynamical management information system of land subsidence and groundwater, to manage , analyze and study the dynamical change tendency of land subsidence and groundwater lever, is the tendency of the development.Based on the study situation of land subsidence and groundwater in xi'an nowadays, this paper is mainly use the technology of computer and GIS to organize and manage the measurements of land subsidence and groundwater lever scientifically and validly . some mathematical models are builded to module and analyze the dynamical change tendency of land subsidence and groundwater lever, at the end ,the dynamical management information system of xi'an land subsidence and groundwater is established. The following is mainly studied in this paper:1. The demands of user are analyzed, and determining the main function of the dynamical management information system of xi'an land subsidence and groundwater.2. Discussing the way of data organization and management, and designing the Database.3. Establishing and testifing the relative mathematical models of land subsidence and groundwater lever measurements analysis.4. Based on SuperMap III and VB, programming and realizing the part functions of system.
