The hydrological model is the outcome that the hydrology develops the certain stage,is a means of describing and reflecting the complicated hydrology phenomenon in natures,is a kind of valid tool of quantitative simulation on hydrology phenomenon characteristic quantity and its process varieties, the hydrological model is not only a kind of more practical method within the hydrology science research,but also focus,difficulties,hot of the hydrology science research and applied nowadays,Not only enriched the hydrology research system,but also promoted overall development of the hydrology along with the developments of the hyd rology and computer science.Watershed hydrologic model is a type of hydrological model,It generalize it as a system and research on the mathematical relationship and logical expression between importation factors of drainage area (precipitation,evaporation,antecedent soil moisture) and Runoff(flood volume,peak discharge etc.),let it can replace real hydrologic system,simulate and predict the action of drainage area。Currently, Watershed hydrologic model have become a kind of important path of calculating Rainfall run-off; Not only acquired great success in actual application, but also pushed the development of the hydrological forecasting and related courses。HSPF(Hydrological Simulation Program– FORTRAN) model was proposed by Johanson in 1981,It originated SWM(Stanford Watershed Model)in 1966,It is watershed hydrology model that mathematical methods is used in hydrological forecasting and hydrological computation。Over many years ,EPA efforts to develop mathematical models about watershed pollution to predict environmental hazards,In this research,HSPF model is widely used in simulating water levels and quality of the natural water system Under the influence of artificial factors rely on the weather and hydrological data,and HSPF model will achieve better simulation results With the increasing number and improving accuracy of data base.United Environmental Protection Institution has developed BASINS (Better Assessment Science Integrating Point and Non-point Sources) in 1998, in order to cooperate with the demand of integrated imitative analysis of point and non-point pollution in different scales. The GIS platform renders the basis for the above system , which possessing some hydrological models such as HSPF﹑ SWAT﹑ PLOAD﹑ AGWA and other assistant tools as WDMUtil,GenScn and so on. With the BASINS system ,HSPF model will have been successfully merged with Arcview which has strong function and a lot of plugs in connector, consequently supply more convenient and accurate means to the automation generates and overlays treatment of the data of landform﹑physiognomy﹑land utilization and land cover a quilt,soil and watershed that HSPF model needs, meanwhile prolongs the times series in dealing data and imitative forecast.The model of HSPF has the layer physical structure that pursues the class to gradually increase of "formulary-subprogram–sub-module-module-model", and uses the stable way that pursues the class to gradually decrease of " sub-valley- factors gather- factor- object" to describe and organize data. It can not only cut up a series of time consecutive data into the limited discrete data according to the certain rule and different period of time established by users, thus arrange and standardize the intersected data segment to construct time series, but also utilize already times series and some empirical formulas to develop the new time series which is exported as the result or new simulative data sources.The interior main modules of the HSPF model include the hydrological and water quality imitates module in dank district(PERLND), the hydrological and water quality simulative module in staunch district (IMPLND), and surface water simulative module(RCHRES), among them, the PWATER hydrology sub-module which applied to compute water and analyze structure is the operational foundation of the hydrological and water quality simulative module in dank district and the key of forecasting the total amount of runoff which exit from penetrable valley, and also the core of sub-module that adopted in this research.The exterior module of the HSPF model mainly includes the system of BASINS, GenScn and WDMUtil, they are all the necessary periphery composing parts of the model to revolve normally. This research elaborates the operation mechanism of the internal model,soil water flow mechanism and soil columniation on the mechanism of the model.Taihang Mountain Area of HeBei, which is the research target of the paper, is the natural barrier blocking the Pacific Ocean moisture, the important conservation areas of the piedmont plain of groundwater, and the regions of the more serious land reclamation and destruction and more evident Environmental Security crisis. The region is not only suitable for the research of the land use / cover changing in the hydrologic circulation elements of the response mechanism, but also develops regional programs based on the study of the actual demand.As formulating the greening program, first , taking runoff volume as the breakthrough, we established the rainfall_runoff model of Taihang Mountain Area of Hebei and verified, by studying the space-time data of land use / cover, soil, and meteorological.Second, after establishing the regional runoff models, we realized the simulation of the regional evaporation and Sediment concentration.Third, According to the situation of the areas, set Comprehensive scenes, made overall simulation of Hebei Taihang Mountain Area to identify and take advantage of the overall trend of these hypothetical scenarios in changing the hydrological factors.Forth, the area of Taihang mountain will be divided into Sub-alpine Site,Zhongshan area,low-post area and knap slope as well as piedmont plain areas according to the altitude in order to formulate pertinency measures.Fifth, Set specific regions according to different situations to simulate.At last, comprehensively analyzing the results of simulation and work out the practical greening program of Hebei Taihang Mountains.
