A photoelectrical imaging system is introduced which can track a goal andreceive GPS position data. in this paper. All key points in building such a system arebeing discussed detailedly, and some experiments about it and their results are alsomentioned.Underwater imaging technology is an important tool for ocean researching, andthe merit of it is the good quality pictures and you can see the pictures instantly. Muchtechnology is included in the system, such as underwater optics, underwaterengineering, underwater signal transmission, photoelectricity, automation GPSpositioning and so on.Firstly optical properties of water are described, and then the quality andinfluencing factors of optical imaging are analyzed, which are the theoretical basics. Then the design of common underwater TV system and all the important points fordesigning an underwater TV system are mentioned, which are engineering basics ofthis item.In the design of the structure, a new 2-D scanning machine is put forward whichhas overcome the limit of common underwater TV system influenced by theenvironment of water. It can scan 360 degrees in horizontal plane and 90 degrees invertical plane, and there isn't dead angle. In the design of control, besides the control of CCD scanning, focusing CCD isneeded, which can make the system watch the goal 1000m far away. So we the systemis used both under water and above water level. In the processing of signal, the video signal of CCD is analyzed, processed and stored. A simple goal is identified using image identifying technology and a low-speedgoal is traced using trace control. When the system is used above water level, GPS positioning is used, which cantransfer data of 3-D position, speed and time to long-distanced-controlled structure. So the system is positioned and proofread precisely.
