The objective of studying and developing modern computational electromagnetic theory and algorithm is to solve all kinds of engineering electromagnetic problems. In the areas of radar stealth and anti-stealth technology research, radar target identification, complex antenna system design and modern electric systems' EMC analysis, we often need to simulate the electromagnetic characteristics of some electric large objects which is composite of complex structure and complex medium. With these backgrounds, the object being investigated in this article is composite metallic and dielectric structure, the problem being investigated is the scattering problem.In this article, we use the surface integral equation theory as the theoretical foundation, method of moments(MOM) as numerical process and the multilevel fast multipole algorithm (MLFMA) to accelerate the solving process and reduce memory requirement. But those methods are all based on free space that leads to neglect some important factors. So it will have more significance that considering objects modeled in half-space. Based on these engineering application backgrounds, the research work realize a simple extension from the free space algorithms to the half-space cases. The work considers lots of different environment factors which can affect electromagnetic scattering of targets.In this article, the surface integral equations(PMCHW) for metallic structures, dielectric structures and composite metallic and dielectric structures are elaborated uniformly based on the surface equivalence principle and boundary conditions firstly. In addition, a new integral equation named JMCFIE is presented which improves the conventional PMCHW integral equation. The new integral equation can essentially improve characteristic of impedance matrix and accelerate iterative converging. The JMCFIE integral equation is implemented in analyzing the electromagnetic characteristic of chiral object. The numerical examples show the accuracy and efficiency of the methods proposed in this article.
