GIS (Geographic Information System), as an effective tool to collect, manage, process and analyze spatial information, has passed 50 years since its birth in mid-1960s, and has been widely applied in various fields of society. Especially in the last 10 years with the rapid development of, computer technology, space positioning technology, network technology, database technology and communication technology, Geographic Information Systems developed into Geographic Information Service. In current technology conditions, how to maximize geographical information-sharing and interoperability to meet the popularity and sociality demand in information society is an important issue worthy of consideration.This paper, on the basis of current in-depth study on characteristics of geographic information services and data scheduling technology, designed geographic information services architecture and a data scheduling strategy, also it conducted a comprehensive study and discussed from theory to practice.The main contents in this Paper include three parts as follows:1, Through analyzing major architecture of current geographic information services, designed a multi-level geographic information services architecture based on Client / Server Model;2, Analyzed the key technical problems of data scheduling in geographic information services; introduced and compared current mainstream data transmission technologies; from data standardization, communications standardization and standardization of service explanation, Designed from the bottom and realized a data organization, transmission and application model based on binary data flow;3, According to the Geographic Information Services Architecture, using data scheduling model based on binary data flow, developed a Web-based, open geographic information services platform, and by Component Technology, meted demands such as Comprehensive Information query and GPS Monitoring etc.Generally, Rapid and efficient data scheduling is the basis to realize geographic information services. Through that data scheduling model, the established geographic information services system, can not only provides clients with traditional GIS functions such as browse, query, analyses etc., but also constructs special Geographic Information System in conjunction with other data information.
