Pipe laying construction is one of the most importance thing of nation's energy sources stratagem, relate to the national economy and the people's livelihood. The management of pipeline safety is a complicated problem. It not only referred to the environment, geographical condition, equipment and the level of administration, but also referred to the polity, economy, civilization, education and the action of people. The manager should not ignore the problem that is to recognize and control the pipeline's hidden trouble which is brought by the natural disasters.Digital pipeline integrated the surrounding information and equipment of pipeline is a multifunctional virtual pipeline. Digital pipeline regard to the pipeline's building, working and maintenance are using digitization and visualization mode. It can reflect the fact of pipeline and realize the digitization and build the network of geographical resource, geological resource, pipeline resource and surroundings of pipeline. Digital pipeline can help and optimize the pipeline's building, working, maintenance, administration and provide information to decision-making. It also is polytechnic platform of pipeline's building, working and maintenance. Digital pipeline is a important means to transport oil for security, economy, efficiency and a direction of pipeline building technology.Southwest oil transmission pipeline Project is a strategic national key project invested construction by China Petroleum and Chemical Corporation which is according to the national energy strategy and planning to ensure the country needs for energy security and a main artery of oil of Guangdong, Guangxi, Guizhou, Yunnan provinces. Southwest products pipeline from west to east across Yunnan, Guizhou, Guangxi and Guangdong provinces, along the complex geological structure,the complex natural environment, destroyed by floods, landslides and other natural disasters occur frequently. Pipeline flood risk management and flood prevention task is arduous.This paper research the Natural disaster monitoring system and management of southwest products pipeline using surface displacement and rainfall monitoring device and GIS technology. Through the dynamic means of monitoring get the landslide displacement data along the pipeline and to transmit the data and using the data to display, to analyze and to forecast landslide happening. Based on Oracle lOg database and ArcGIS APDM to build the database of southwest products pipeline administer and organize the national basic geographic data, the professional pipeline data, remote sensing image data, pipeline monitoring data and natural disaster data. Building a basic information database reflect the terrain, traffic and natural disasters along the pipeline. Providing information query and location for facilities along the pipeline and natural disasters and improving the capacity of security and emergency handling, helping the rescue team arriving at the accident place rapidly, minimize the loss of oil pipeline sabotage. Developed the southwest oil transmission pipeline natural disasters monitoring system based ArcGIS Engine 9.2 and Microsoft Visual Studio 2005 and ArcGIS APDM.Finally, the research results and the problems were summed up. Following research and the prospect were analyzed.
