Nowadays scholars at home and abroad have done a lot of research about land-using change, and its focus on land-using change process, the mechanism of land-using change, dynamic prediction of land use and so on. Land-using change is a result of combinational factors such as the role of nature and social economics, which is a concrete manifestation of the evolution of man-land relationship. The economic and social activities of human on the land cause many changes in land structure, which will cause social and economic effects of regional change. In this paper, based on socio-economic statistical data, using mathematical statistical methods, socio-economic effects of the Loess Plateau in the southern city as the unit of city were evaluated. On the basis, selected Yuncheng city for the typical area, the use of remote sensing and GIS tools, the method of principal component analysis and multiple regression analysis and so on. The status of urban land and the process and characteristics of land-using change will be analyzed, to study the relationship of socio-economic development and land-using changes.Then we will measure social and economic benefits about each city, area and country of land-using changes, evaluating social and economic effects. Finally we will propose appropriate policy for existing problems.This paper studies the following conclusions:(1)The social and economic benefits of Loess Plateau in the southern region is continually improving, in 1990 the average score of economic and social benefits in the study area was 5.4556 and 2.9576,in 2005 increasing to 7.9093 and 7.0932. On the whole, it has good social and economic effects. Economic benefits in the economic productivity of land and industrial structure of employment rates increased faster, slower changes of land sustainability. Social scores improved living standards in the fastest. Spatial distribution of economic benefits from southeast to northwest appeared the decreasing trend, however, the distribution of social benefits from east to west is "high-low-high-low" spatial distribution.(2) Agricultural land (cultivated land, woodland, grassland) of Yuncheng land-using structure mainly accounted for 92.93% of total area. The construction area ratio is small, accounting for 5.07% , showed a punctuate distribution, more fragmented. There is a big difference of land use for each area and country; From the area of operation of urban land use change in volume terms, from 1980 to 2005, cultivated land, woodland, grassland, water area and unused land area tended to decrease, and only construction land area is increased, but because of City arable land base, so the area is reducing but the proportion change of the structure is not very obvious; From the direction of transfer in the class area, between 1980-2005, the most cultivated land into land for construction, more woodland into grassland, grassland into the water and more construction land, cultivated land into the waters more, more farmland into construction land and unused land into construction land more. Form the transfer rate of the land, the change of 1996-2005 in the integrated dynamic degree of land is higher than the 1980-1996. Unused land in which the integrated dynamic degree is the largest, followed by the construction land and water land, and the lowest degree of integrated dynamic is woodland.(3) Operation of land use change and socio-economic relations between qualitative and quantitative analysis, that economic development, urbanization and population growth on land have a greater negative change, and industrial structure, social progress and industrialization was positively correlated and the correlation was lower (R2= 0.861); Construction land and economic development, urbanization, population growth, industrial structure, social progress and industrialization were tested positively, and the construction land area of economic development have a greater role in promoting change (R2= 0.965); other land uses (woodland, grassland, water area and unused land) and economic development, industrial structure, urbanization, social progress and industrialization factor was negatively correlated, while the population factor was positively correlated, with the urban factor on the influence of other larger proportion of land area (R2= 0.965).(4) Through various evaluation of the socio-economic effects for the city of different districts and counties, we know socio-economic benefits of all districts and counties in City in 1980-2005 is increasing. Yanhu district and Hejin city have the highest social and economic benefits, and economic and social benefits increased faster in Hejin. Yongji, Wenxi, Xinjiang County's economic and social benefits are also higher in the middle and upper levels, the rank of social and economic benefits of Yuanqu County first showed a trend of high to low, Linyi, Ruicheng,,Jishan,Jiangxian the four counties have same level of socio-economic effects, and is transported in the lower level of the city. However, Xiaxian, Pinglu and Wanrong County, these regions is the lowest level of socio-economic benefits.Therefore, the main characteristics of this thesis are:On the base of evaluating social and economic effects of Loess Plateau in the southern region, we select Yuncheng is tupical area.Because its speed of socio-economic is not fast and its special geographic location. Operation of land use change and socio-economic relations between qualitative and quantitative analysis, which will provide both theoretically and methodically basis for regional sustainable development.
