Incessant oil spill accidents on the sea play an increasing role in marine ecological environment, oil spill precaution is imminent. This article begin with basic theory and development on mathematical modeling of oil spill on the sea, Bohai oil spill model established on the basis of the Bohai Bay hydrodynamic model and roughed out ideas for building the Bohai Marine Oil Spill Response Information System. Specific research methods are as follows:Firstly, the article Stated from N-S equations, deduced the planar unsteady flow equations systematically. On that basis, it discrete shallow water circulation equation by Alternating Direction Implicit Method and solved by chasing method and then established two-dimensional hydrodynamic model .The water border of the model is defined by the method of harmonic analysis. In the end,the result is validated by measured value be from tide gauge stations and the flow rate. Oil spill model includes the tracing model and oil spreading model. The tracing model simulate center of mass drifting trajectory by Euler - Lagrange method on the basis of simulating flow field and wind field. The oil spreading model just regards expansion of oil film at any time as ellipse. The expanded scale is described by the major axis and minor axis changing over time. On the basis of conservation of mass theorem and conservation of momentum theorem, the model makes oil film vertical sections the tiny oil segment to be research object to establish theoretical formula, while lead volatilization and emulsification to the model, and add oil spreading random number in view of randomicity of oil spreading, So as to describe oil film drifting and spreading under the influence of tide and wind and wave, finally the result is testified by the water tank experiments.On the basis of above-mentioned foundational theory, combined with the topography and weather information of the Bohai region, Bohai hydrodynamic model and oil spill model are established. Finally the article advances assumption that Bohai oil spill emergency response system is constituted, which is significant for improving oil spilling response ability to the Bohai .
