The Study On The Environmental Protection Supervision Model To The Government's Behavior Under The Context Of Building "two-oriented Society"

The fifth plenary session of the 16th Communist Party of China Central Committee will definitely put forward that building an environment-friendly and resource-saving country is the goals of our country. It will undoubtedly play a positive role in promoting the development of environmental protection career and environment and resources protection law in China. It is also decided by the objective reality of the protection of environment and resources in China. In recent years, the situation of environmental protection are becoming serious in China, resource shortage also presents an unprecedented contradictions tense situation with the development of economy. Facing these realistic problems, the country has issued a lot of laws and regulations to protect the environment and save resources. But the practice has proved that although the national continuously strengthen the value degree of the environment and resource issue, it is actual inefficient. It is not radically twist the passive situation of the environmental and resources issue. The inefficient of supervision is one of the most important reasons. Under the absence of supervision, any statutory system can perform the desired effect. The lack of effective supervision model of government departments is the week links in the supervision of various social main. This creates a situation that the government has often been accused by its own behavior often violates the concept of environment-friendly and resources-saving, and It's also largely became the hindering factors in constructing the"Two-Oriented Society". So in the context of constructing the"Two-Oriented Society", it has more urgency and realistic significance to research the environmental supervision model of the behavior of the government. This paper will start from the government's environmental-unfriendly and resources not saving behavior, and then try to explore the internal and external causes of the nonstandard behavior of the government, analyze the drawbacks of the existing regulatory model, and put forward some specific measures to the situation of less way and powerless of supervision, unscientific and unreasonable designing of the supervision system. All of the proposal is looking forward to regulate t the behavior of the government and make it act in accordance with the basic development idea of the"Two-Oriented Society".
