In the "Twelfth Five-Year" period, China have set the emissions ceiling fornitrogen oxide (NOx) for the first time. The concentration limit of nitrogen dioxide(NO2) is also tightened to40μg/m3(annual mean limit) in new ambient air qualitystandards. Light-duty vehicles (LDVs) is an important human sources of NOx emissions.The study chose LDVs to study its fleet composition, activity, and the emissioncharacteristics. The emission inventory were built for Jing-Jin-Ji area, Yangtze RiverDelta and the Pearl River Delta from2000to2010. Then the benefits of importantemission control measures implemented were evaluated. By setting several controlscenarios from2011to2020, future emission inventories of the three regions were alsodeveloped. The NOx emission reduction potentials were evaluated.The average NOx emission factors of light-duty gasoline vehicles (LDPV2) fleetcontinue to decrease over time. Compared with2000, the NOx emission factors ofLDPV2in2010were reduced by81%,82%and81%, respectively, in Jing-Jin-Ji area,Yangtze River Delta and the Pearl River Delta. Compared with2000, the average NOxemission factors of taxi fleet in2010were reduced by81%,76%and75%, respectively.The reduction ratio of Beijing is84%and92%, because Beijing has implemented themost stringent control measures in China on motor vehicles.Compared with2000, the NOXemissions of LDPV2in2010in Jing-Jin-Ji area,Yangtze River Delta and the Pearl River Delta increased by57%,208%and71%,respectively. These were mainly attributed to the fast growth of LDPV2population.Among the vehicle emission control measures adopted, the benefits of new vehicleemission standards and fuel quality standards were the most significant. They reduced4.8million tons of NOXemissions in Jing-Jin-Ji area, Yangtze River Delta and the PearlRiver Delta from2000to2010. And the NOx emission reduction of the two measurescontributed99%(take no account of stock controlling and yellow-labled vehiclesscrapping). The I/M program had the most significant benefits among other emissioncontrol measures.The study have developed five scenarios for2011-2020considering stricter vehicleand fuel standards, registration control, travel restrictions, and promoting new energyvehicles in taxi fleet. To achieve the emission reduction target in "Twelfth Five-Year" and "Thirteen-Five-Year” period, Jing-Jin-Ji area should at least adopt the baselinescenario. The emission will be reduced by22.9%and23.3%. Hebei province canconsider buying emission permits from Beijing which has stricter control on motorvehicles. The emission will be reduced by21.9%and18.6%. Jing-Jin-Ji area can alsoreach the target by adopting the baseline scenario Yangtze River Delta have to adoptscenarios with registration control and travel restriction measures to reach the target.The emission will be reduced by36.3%and23.3%.
