In 2000, in order to improve the ecological environment of Beijing and Tianjin and the surrounding area, the country started to implement the Beijing-Tianjin Sandstorm Source Control Project. Inner Mongolia Shangdu is typical area in Pastoral Transitional Zone.This paper built a indicator System for the ecological impact evaluation, which including Water Conservation, Soil Conservation, EnvironmentCleaning, Biomass Production, Carbon Fixation and Oxygen Release, Support and Protection,Biodiversity,use the List checklists method, through the ways of fieldwork and interview to key figures, based on the data of Shangdu County implementation of Beijing and Tianjin sandstorm source control project. Furthermore, this paper analyzed and deducted every ecological impact of measures of Beijing and Tianjin sandstorm source control project in this place, and have the following conclusion:First, after the beginning of this project,areas of forest land have been added 125.8 thousand hectare, as well as grassland have been added 18.4 thousand hectare, and Irrigated land have beed increased by 2.4 thousand hectare, and quantity of environment have been improved significantly; Second, the Ecological value of this project in Shangdu county is 0.88 billion yuan a year, within which Soil Protection value(267 million yuan)> Environment Cleaning value (260 million yuan)> Support and Protection(139 million yuan)>Biodiversity value (86 million yuan)>Biomass Production value (77 million yuan)>Water Conservation value(26 million yuan)> Carbon Fixation and Oxygen Release(22 million yuan);Third, creating artificial habitat by the consumption of water resources is the main source of the negative ecological effect of project; Forth,the efficiency of project investment:Forestry measures (138%)>Water Conservancy Measures(98%)> Grassland management measures (75%); The last, the efficiency of project investment:Farmland protection forest (376%)>Basic pasture (323%)> Water project(243%),the project of natural vegetation restoration (closing hillsides to facilitate afforestation, fencing)is more efficient than the artificial habitat construction,in the future,project should pay more attention to the natural vegetation restoration measures.
