Nowadays, city construction wastes do harm to the development of a city and limit the growth of construction industry. It is believed that cities should produce an effective, ecologic and economic way to handle the construction waste.According to the internal parameter relationship of the construction waste system and feedback relationship among four subsystems, the construction waste model is established by Vensim software and 72 selected parameters on the basis of former researches. Beijing is taken as an example to provide relevant values. In order to verify the reliability, the model passes through the comparison between the historical data and the simulation data and the structural test. Accordingly, the stock flow diagram of the urban construction waste system for Beijing is established for predicting and simulating the urban construction waste disposal situations in 10 years. Finally, five development modes are designed in the model for evaluating the construction waste utilization effect, and meanwhile, the construction waste utilization situations under different schemes are also analyzed in order to discuss the rational solutions for the urban construction waste and accordingly provide the reference for stipulating relevant policies.The results show that the integrated regulation scheme among the current situation scheme, the charge adjustment scheme, the resource schemes 1 & 2 and the integrated scheme can reduce the discharge amount of the construction waste and rationally distribute the disposing capacity of the construction waste in order to improve the recycling and utilization ratio while minimizing the hazards to ecological environment, and shall be the improvement direction of the construction waste management.
