Nature conservation plays a very important role in the protection of biological diversity. From 2008 to 2011, eight of ten economic giants have national endangered species number increased, and six countries’ proportion of the land reserve area have been reduced. This shows that with the development of economy, growth of population and increase of land need, existing protected areas are not good enough to protect endangered species. In order to improve the conservation area’s protection of species, in addition to improve the existing protected areas management measures, reserve expansion is an effective method. This paper takes the Tianmu Mountain National Nature Reserve as the research region, and study land blocks within the 5 Km buffer of the existing conservation boundary, find out which blocks are suitable as a priority of reserve planning during the expansion of Tianmu Mountain National Nature Reserve.This thesis uses the spatial analysis function of QGIS software and Marxan location function, adding slope into the object function of Minimum Set Covering Model for the location analysis of the study area. For the convenience of land purchase and management, study area is needed to be divided into smaller land units. Considering the computer running efficiency and easy management of the block size, the paper divides the study area into 4470 square block units size as 200m* 200m (block units on the buffer edge are irregular graphics), and also divides the study area into 1749 hexagon block units with 200m length. This study compares these two kinds of planning units in conservation site selection. This article applies the minimal covering model into location analysis, the model is an integer programming model, which make the objective function minimum, under the condition of meeting the constraint, namely makes the reserve development costs minimal, under the condition of meeting the species’ protecting target. High slope blocks, terrain are steep, which has less impact of human activities and human interference. They are suitable as a natural barrier to protect the conservation and biodiversity. At the same time, the standard CJJ83-99 file specified urban road’s slope must less than 8%, namely 7.2 degree, residential land’s maximum gradient must less than 25%, which means 22.5 degrees, public facilities’ maximum slope must less than 20%, namely 18 degrees. This means larger slope land will have lesser buildings, which leads to lesser land acquisition costs. So this paper add slope into Cost factor of the objective function as space constraint. In addition, this study sets parameters alpha to balance planning units area and the slope value’s effect on cost values, intended to make the location result considering the block unit’ area and the slope value’s effect on the value of cost.This paper choose a suitable a by comparing and analyzing the reserve planning results of different a value, and choose a=0.7143 as a suitable weight factor. Analysis of reserve site selection in this study area using this a value, the obtained results can not only meet the protection requirements of protecting most species, but also can reduce the land purchase, management and maintenance costs. The article also selects different boundary length modifier (BLM) value, to make the chosen plot compact. These plots can not only ensure the continuity of protected area, and is also convenient for the purchase and maintenance of them. These plots can as a reference with a high feasibility to managers and developers on Tianmu Mountain Natural Reserve’s extension. Also, I program with R to automate the reserve site selection and plotting.Finally the article analysis the reserve planning results in detail and gives a summary, and expounds the lack of this reserve planning research and improvement can be taken. In addition, combined with the status of Tianmu Mountain Natural Reserve, this paper propose some suggestions on strengthening the species protection and improve the efficiency of management etc..
