| In recent years, with the development of economy, the integration of urban and rural construction, and the reconstruction of Wenchuan after earthquake, the industrial economy develops rapidly in Sichuan. The unceasing expansion of city scale narrows the distances among cities, and large quantities of city groups are formed. Although these city groups have achieved remarkable economic developments and modernized achievements, heavy environmental costs are also paid. The emergence of city groups changes the regional dynamic and thermo dynamic structure, and the law of the air motion. At the same time, due to different and complex types of source pollution in Sichuan, the characteristics and the transportation of air pollution are different from single city’s. Thus, it is extremely urgent to study deeply with the motion law of regional air pollutants, and to put forward technical schemes of the regional air pollution to prevent and control together.Based on grasping the East Asia air circulation and the influences of Tibetan Plateau flow distribution towards Sichuan Basin’s, the thesis analyzes the motion law of air pollutants and puts forward the specific technical schemes to prevent and control air pollution together in Sichuan Province, aiming to promote the sustainable development of regional economy. The followings are conclusions of this thesis.1> There are three transmission paths of ground flow distribution in Sichuan. The first path is along the Bazhong Tongjiang, Guangyuan, central Mianyang, Eastern Deyang, Chengdu North, and gathers in Ya’an. The second path is along Kaijiang of the central Dazhou, Xuanhan, northern Guang’an (30.5 degrees -31.5 degrees N,107 degrees E), Nanchong, southern Mianyang, Suining of South East of Deyang and Eastern Chengdu, North Central Ziyang, Meishan, finally arrives in Leshan.The third path is along Guang’an Linshui, Southern Nanchong (30.4 degrees -31 degrees N,106 degrees E). Suining, Ziyang (30 degrees N,104.2 degrees to 105.5 degrees E), Neijiang, Zigong. Yibin and Luzhou, and the vortex is formed in Luzhou.2ã€There are also three transmission paths of boundary layer flow distribution in Sichuan. The first path flows along Kaijiang and Xuanhan of Dazhou, Bazhong, Guangyuan, and gathers in Jiangyou, Mianyang. The second path flows along Linshui,Guangan. Xuanhan, Dazhou and Wanyuan, Nanchong, Suining, Southern Mianyang, Deyang, Ziyang and Chengdu, Meishan, and gathers in Leshan and Ya’an. The third path flows along Gulin,, and Hejiang, Luzhou, Neijiang, Zigong, Yibin. The vortex is formed inYibin and Luzhou.3ã€The technical schemes towards preventing and controlling air pollution in Sichuan together are put forward. Along with the urbanization accelerating, the city scale expanding, and the city groups emerging, regional environmental problems are becoming more and more serious. To establish and improve the regional air pollution schemes, to clear the duty and the subject of regional air pollution reduction, to unite planning, monitoring, supervising, assessing and coordinating are important methods to solve regional pollution. The measures should be taken to reduce pollutant emissions and improve regional environmental air quality effectively, such as clearing the key of regional control, controlling city collaboratively, managing zoning and classification, controlling multi pollutants and governing the depth of various pollution sources collaboratively. At the same time, as the interaction of pollutants emission among cities, the treaties towards preventing and controlling air pollution should be signed by cities in Sichuan to govern and defend sulfur dioxide, nitrogen oxides, dust, organic pollutants together. |
