With the economic development of our country, the demand for energy continues to grow, which the oil has an increasingly prominent position in. The establishment of oil reserve system is not only to protect national economic security, the necessary means to respond to emergencies, but also can effectively stabilize the oil prices, stable supply and demand relationship. Because of the low self-sufficiency of the oil in our country, since the beginning of this century, as a safe and reliable way, underground water seal oil cavern library begin to be widely used, with the massive imports of liquefied petroleum gas of our country. Underground water seal oil caverns are underground space systems, which are excavated in stable rock below the water table used to store crude oil, gasoline, diesel fuel. Because of the underground water seal oil cavern start late in China, coupled with the importance of the project, the research of safety management is urgent.In this paper, by an analysis of the available information of underground water seal oil cavern and referring to the underground project operational safety management of the literature, we establish a safety evaluation model based on fuzzy analytic hierarchy process, safety evaluation system, and then correspond security management measures. To make the safety evaluation out of the operation of the project with this method, firstly, we analyze the system and identify hazardous and harmful factors in it. From human factors, management factors, object factors and environmental factors, this paper determine the composition of the four aspects of the safety evaluation, the first layer of the safety evaluation system contains 4 indicators, and there are 18 secondary indicators in the system,the third layer is established in human and object factors, then the improved AHP is used to determine the heavy weight of each indicator. Then through expert scoring method for the safety of the various indicators scientifically assignment with fuzzy comprehensive evaluation method for safety evaluation system. Finally through the evaluation results, we can propose safety management measures for the underground petroleum storage caverns. We certified this model with the material of an underground water seal oil cavern.
