With the high-speed development of economy, the rapid improvement of civil life, the total yield of municipal solid wastage(MSW) per year is rapidly increased. Incineration is proved to have the advantages of less occupied area, energy recycling, and so on. So it has become a kind of effective method used to make the refuse useful and harmless, reduce. While, most of the heavy metals residues and enrichments in the municipal solid waste incineration(MSWI) ash. Heavy metals migrate and transform under the function of ecological environment and biological accumulation, and eventually produce great harm to human beings. It has important significance to study on the leaching behaviors of heavy metals and evaluate the potential ecological risk to the environment.The dissolution of heavy metals is very slow, and many factors will influence the migration and transformation of heavy metal in the landfill. What’s more, the measured sample data is very limited. To predict or solve the parameter values by using small sample data directly will increase the computational error and decrease accuracy, and the results are of fuzziness and uncertainty. And fuzzy theory has an obvious advantage in solving these problems. In this paper, the fuzzy theory is introduced in detail, and then analyzes the problem of small sample. The expansion of small sample data is used fuzzy c-means clustering(FCM) algorithm, and the system of linear equations. New samples are represented as fuzzy Numbers, and the membership degree of each element is calculated and used as the weight value of fitting curve. By comparing fitting results from the algorithm and measured data and Visual MINTEQ simulation results, the method in this paper is considered to be more reliable and have a better interpretation for the leaching behaviors of heavy metals.It is difficult to degrade these heavy metals, and the leaching behaviors will contaminate groundwater, air, water, and the surrounding soil. Further, heavy metals will have a lasting potential risks to humans, animals and plants, etc. To evaluate the pollution risk levels of heavy metals, will be helpful for disposal and reuse of MSWI ash. In the paper, fuzzy expert system is applied to the potential ecological risk index. Using the contamination factor of heavy metals as input, and then through reasoning the uncertain information of damage to the environment of heavy metals by using knowledge base and inference mechanism, we can evaluate the potential risk of heavy metals to the environment quickly and accurately. Experimental results show that this algorithm can make Quick and informed decision, and provide theoretical basis for the safety and recycling of the bottom ash disposal.
