As textile exporter, Chinese textile exports have increased year by year in recent years, with exporting annual textile and apparel in the value of more than $10billion to the EU, America. Some developed countries in the world also pay more and more attention to the textile safety project with many strict foreign textiles regulations instruction. China textile exports are facing more and more strict technical barriers and green trade barriers. For example ,recalling notification cases often occur, causing economic losses to the China textile and garment enterprises as well as damaging the China manufacturing international reputation. In order to promote the China textile export’s development and actively respond to foreign technical barriers to trade, the revised inspection standard in our country on the import and export of textiles is also getting more and more urgent.China import and export textiles safety items mainly consist of banned azo dyes, formaldehyde, heavy metal, pesticide residues, organic tin compounds, flame retardancy, odor and color fastness.This paper compares and studies the textile project safety inspection specification system and difference of our textile major trading countries, such as American, Japan,the European Union and other countries and regions.First, introduce the gradual developing process from Chinese initial regular textile project inspection specification system into its safety inspection specification system, and explains the Chinese textiles for import and export inspection specification security project status and existing problems of the gap. Therefore, the import and export of textiles research on safety inspection code of the project has the extremely vital significance of Chinese environment, consumer health and Chinese trade development economy. As a result, we need to revise SN/T 1649-2005 "the import and export of textiles safety project inspection specification"whose implementation is China Import and export textile enterprises.Second, in order to effectively deal with foreign technical barriers to trade, it’s necessary to conduct the research in view of safety inspection items textiles specific abroad, focus on analyzing the differences Chinese GB and Oeko-Tex Standard 100 and Europen Eco-Label test project as well as point out the direction of efforts to avoid green trade barriers.Third, analysis and comparatively study,the banned azo dyes, formaldehyde, heavy metal, pesticide residues, organic tin compounds, flame retardancy, smell and colour fastness security project causes, harm, test standard, test method one by one. It is concluded that the most effective inspection scheme come in being.Fourth, details of the SN/T 1649-2005 "the import and export of textiles safety project inspection specification" revision are given.What’s more,it make detailed analysis on some standard techniques among them.Fifth, as one of the revised standard, after more than two years of efforts, the author got the approval of the State Quality Supervision, inspection and Quarantine Administration for new revision of the SN/T 1649-2012 "the import and export of textiles safety project inspection specification" which formally started the implementation on July 1,2013. The standard absorbs the domestic experience, consider and foreign standards, further complement and improve Chinese Import and export textile project safety inspection standard system, which has the extremely important practical significance of improving the ability of avoiding the risk of international trade, breaking through the foreign technical barriers to trade and enhancing international market competition ability.
