In the early process of artificial photosynthesis, we found that the real captured hydrogen radicals of polymer were higher than the theoretical value. Therefore, we put forward the view that water generates free radicals with an electric field. This paper use CO2 to capture hydrogen free radicals in order to generate oxalic acids and polymers; and then use ethanol to capture hydroxyl free radicals to obtain acetates on the basis of water generating free radicals in an electric-field. Moreover the free radicals with an electric-field are applied to papermaking wastewater. The results of the studies are listed as follows:(1) According to the reaction mechanism of the high energy hydrogen radicals generated oxalic acid and macromolecule polymer, it is clearly concluded that the total number of hydrogen radicals (NTHR) is same to the number of hydrogen radical oxalate (NH, oxalate) combined with polymers to capture the number of hydrogen radical (NH, polymer). Calculation formula:NTHR= NH, oxalate+ NH, polymer-(2) The CO2 can capture 11.79mmol of hydrogen radicals in the condition: 5.0V; 48h; room temperature. The ethanol can capture 0.55692mmol of hydroxyl radicals in the condition:5.0V; 120h; room temperature. Those facts can prove that water can generate free radicals with an electric-field.(3) Analysis of the conditions of hydrogen radicals generating oxalic acids and macromolecule polymers with an electric-field by using single factor methodology. Analyzing the affects of voltage; temperature; time on the rate of hydrogen free radicals captured and the efficiency including the hydrogen free radicals the hydrogen free radical electricity of consumption. The results show that the best conditions of hydrogen radicals generating oxalic acids and macromolecule polymers with an electric-field are as followed:3.0V; 120h; room temperature.(4) The mechanism of the water generating hydrogen free radicals and hydroxyl free radicals with an electric field is studied. The elecric field force leads to the directional rotation of hydroxly free radical, and leads to the separation of hydrogen free radical and hydroxyl free radical. Those free radicals generated can leave the space of the water molecule, and then they become the true meaning free radicals. The elecric field force limits the free rotation of hydroxly free radicals, and leads to the collision rate decline of hydrogen free radical and hydroxyl free radicals. Those reduces recombination rate of hydrogen free radical and hydroxyl free radicals, and extends life of the free radicals.(5) To treat organic pollutants in the papermaking wastewater using water generates hydroxyl free radicals with an electric-field. After 6 days later, the COD of waste water declines from 1225.3 mg/L to 220 mg/L, and the chroma of waste water declines from 50 times to 4 times. Those prove that hydroxyl free radicals of water produce with an electric-field have strong oxidation ability, and can reduce the pollution load of waste water. At the same time, we discuss the mechanism that hydroxyl free radicals degrade the papermaking wastewater.
