With the acceleration of urbanization, urban population has increased dramatically, followed by city environmental problems. In the real work of urban environment governance, implementation of environmental protection laws and regulations has not reached the designated position, advanced technologies are not fully applied, and there is a lack of initiative, comprehensive and timely supervision. It ahs become an important task facing the current environmental governance as to how to strengthen dynamic governance of urban environment, improve the level of environmental regulation, and establish a set of long-term effective legal mechanism. This is also the issue to be researched and solved in this paper.Grid, as a spatial analytical method originated in the United States, was first used in the computer field. Europe has also been very active in its research and development. Research on Grid calculation in our country started in1998. With Grid management application, management accuracy and efficiency is realized unrestricted by time and space, and is advantageous to early discovery and early treatment of problems, thus improving management level and efficiency. But with the development of diversified needs for public services, Gid management of a single body needs to transformed to that of multiple bodies. The essence of Grid management is a transformation from a traditional social management model, with government as the sole management body and aiming to governance, to a multiple-management model, led by the Party committee, amalgamation of top-down governance and down-top social self-government, and that of management and service.Grid management, as a kind of effective supervision method, has played a positive role in environmental management work with clear effects. This paper, through analyzing Grid management practices in Yingze District of Taiyuan City in Shanxi Province, Xining City of Qinghai Province, and Dingzhou City of Hebei Province, and through evaluating its implementing ways and implementation effects, tries to sum up the legal mechanism of urban environmental governance, thus exploring an effective way for management of urban environment and construction of ecologically civilized cities.The realization of Grid governance mechanism mainly depends on specific steps in the process of urban environment governance, which includes:planing and designing, monitoring andimplementation, coordination and command, feedbackand response, assessment and evaluation. The implementation of these steps is the process of environmental governance, where the Grid method and technical means are used, and governance mechanism of Grid is reflected. This mechanism is the legal mechanism of Grid management. In this paper, legal mechanism of Grid management is studied and analyze. It also proposes that further implementation of Grid governance on the legislative side should be realized through strengthening environmental law making, adhering to joint prevention and joint control, and expanding public participation.Grid environment governance is a new trial for exploring environmental protection and promoting construction of ecological civilization under the new situation of China’s social and economic development. In order that the Grid management can play a more effective role in the field of environmental governance, the current environmental legislation needs to be further strengthened and bettered, joint prevention and control needs to be adhered to, and public participation needs to be expanded in breadth and depth. In the future, grid management will become a normal urban environmental governance model, and will be incorporated into the legal system of our country’s ecological civilization construction. With the speeding up of urbanization process, the grid management model will be used in other more fields.
