Marine ecological resources are the essential prerequisite for the existence and development of mankind. They are also of great value to economic growth in our society. With the rapid development of economy at coastal areas, people’s demand for services provided by marine ecological resources is increasing. However, due to the dual interference from climate change and human activities, marine ecological resources are damaged and ecological system offshore is facing the threat of degeneration. Currently, the situation of the ecological system at Liaoning Sea is not encouraging, which will directly affect people’s health and the sustainable development of the marine economy. In recent years, theories and practice of ecological protection home and abroad proved that establishing ecological compensation mechanism and addressing the contradiction between ecological protection and economic growth through economic leverage boasts obvious advantages in cost-effectiveness and incentive compared with the traditional management methods. To effectively better up the ecological environment at Liaoning Sea, the ecological compensation mechanism is in an urgent need for political supports and technical assistance. Therefore, researching and establishing marine ecological compensation mechanism has become a major task to protect the marine ecological environment.By the method of both literature research and multidisciplinary research, and basing on the current situation of ecological compensation at Liaoning Sea, this essay explores the reasons behind the insignificant effect of ecological compensation in recent years. Pressed by the need to establish mechanism and theoretically supported by marine ecological compensation, governments at all levels are more concerned about the marine ecological environment with the increasingly improved compensation measures. By learning the advanced theories about marine ecological compensation and drawing on the useful experience home and abroad, the Liaoning municipal government established the marine compensation mechanism at the Liaoning Sea. This assay determines the subjects, objects, criteria and mode of compensation by using qualitative-quantitative method and basing on the framework of ecological compensation mechanism. It also designs coordinated set of measures in line with practice and proposes the managerial methods to improve the ecological compensation at Liaoning Sea. All these explorations provide theoretical support and experience to Liaoning government to stipulate marine compensation policies. It has a far-reaching practical significance to prevent the degeneration of marine ecological function, maintain and increase the value of ecological resources at Liaoning Sea and promote the harmonious development of marine economy.
