With the high speed development of social economy and continuous improvement of industrial level, the consumption of energy is more and more than before, so the emissions of atmospheric pollutants had a sharp increase. As the result of that, people’s daily life and the development of the society suffered the serious influence.Air quality forecast model can forecast the air quality of the future, as a gist of enacting a related policy and governing air pollution. The emission inventory as the import input data of the air quality forecast model, play an important role of the accuracy of the forecast results. So the accuracy and effective processing of the emission inventory is very necessary.This paper according to emission factor method, one of the emission inventory calculate method, and the SMOKE model, which is widely used around the world, developed the EMission Inventory Processing System(EMIPS). The system is developed by Java programming language based on the class library of the Meteo Info in Java edition, and use MySQL database to manage the data of the emission inventory. Because of the Meteo Info class library, EMIPS has some functions of GIS, for processing the data to gridded. EMIPS also can edit the Jython script to process data according to requirements of the format of the emission date.EMIPS mainly includes the function of emission calculation, emission processing and NetCDF files processing. According to emission factor method, the first step of the calculation is importing the base data and emission factors into the MySQL database. Then read and get the data from the MySQL to calculate the related source emissions and import the result of calculation into the MySQL in order to facilitate analysis. The processing of the emission source includes the point source processing, area source processing and gridded emission source processing. The processing of point source includes grid transform and summary, temporal-allocation and chemical speciation processing. The processing of area source includes spatial-allocation, temporal-allocation and chemical speciation processing, while the processing of the gridded source includes grid and projection transform, temporal-allocation and chemical speciation processing. The result of the emission processing write into the NetCDF files.This paper use emission base data and emission factors in the year 2010, which was collected by teacher Cao Guoliang, to debug the function of emission inventory calculation in EMIPS, and finally processed it into the emission source format that can be available used in air quality model CUACE. The analysis of the result of the emission inventory calculated by EMIPS is reasonable. HTAP gridded emission data was used to debug the function of the gridded data processing, gird transform and projection transform. The result shows that the processing is all reasonable. The result of CUACE forecast evaluating is favourable.
