Study Of The Reclaimed Water Policy Based On The Regional Water Management

With the speeding up of urbanization in our country, the rapid development of national economy and the advancement of green building design, the comprehensive utilization of reclaimed water in recent years has become an important task of the city planning and the architecture design.This subject aims at researching the reclaimed water policy deeply under the theoretical framework of regional water management. Regional water management subject is for the purpose of sustainable development and the rationality of water utilization, research water security management, water rights management, water administrative management and policy management disciplines in a certain range.To meet the demand of water has become one of the focus of government work, the waste water recycling is the main form and means to turn sewage into pure water, our country encourage the construction of reclaimed water facilities, but because of the natural environment, economic conditions is different, water resources scarcity, the demand of water resources is in different levels, the cost performance of the construction of the reclaimed water facilities is up to debate. At present reclaimed water use policy doesn’t have an overall planning and research, there is no reference in the construction.Based on the scarcity of water resources and the degree of demand(and the contradiction between supply and demand) and the cost performance, this article research constructing water facilities or not respectively, the problem such as construction form, purposes.Expect to provide references to the current water policy, enrich and perfect the content of the regional water management theory.This article is based on the theoretical framework of regional water management, the main contents are as follows,(1)Introduce the evolution of the concept of reclaimed water, interpret the complete connotation of reclaimed water.(2)Analyze the problems existed in the water infrastructure and the construction problems of water facilities need to be considered, discuss the demand of reclaimed water and sewage water available; propose a quantification formula, determine the proportion of various factors according to the importance of size;Give a discriminant formula,determine whether or not the construction of water facilities..(3)Introduce the construction of the water in three forms, the building reclaimed water system, community reclaimed water system(including college) as well as the urban reclaimed water system, analysis the economic benefit of the three forms, determine the rationality of every kind of construction form.(4)Introduce the main forms of reclaimed water use, analysis the problems need to be considered, and introduces three forms of reclaimed water use which is widely used abroad, china should promote the reclaimed water use of these three forms.(5)Introduce the composition of water price of water, analysis water price making existing problems and puts forward relevant policy Suggestions.
