Research On Environmental Performance Evaluation Of Local Governments From The Perspective Of Game Theory

Performance Evaluation is one of the most significant contents of government reform, and also an important way to improve the administrative efficiency. Since the 21st century, environmental performance has been included into the performance evaluation of local governments along with the tide of Environmental governance. Owing to the particularity of environmental performance and the multiple stakeholders involved in Environmental Performance Evaluation of local governments, Multi-game emerges.The Environmental Protection Target Responsibility System is an important way to evaluate performance. The Environmental Performance Evaluation of Shanxi adopts the way of Environmental Protection Target Responsibility System. Environmental assessment carried out smoothly and green transformation advanced quickly. But the concept of environmental protection is not enough, and the loss of performance exists. From the perspective of Game Theory, this paper explores the problems on Environmental Performance Evaluation of local governments, analyzes the reasons and proposes countermeasures.The framework of this paper is divided into five main parts:Chapter one introduces the theory of Environmental Performance Evaluation of local governments. Explain the connotation, meaning and characteristics of Environmental Performance Evaluation. Analyze the manifestation of multi-games, the positive and negative effects and influencing factors.Chapter two discusses Environmental Protection Target Responsibility System in Shanxi, introduces the background, the progress and the effectiveness of it.Chapter three discusses the problems on Environmental Protection Target Responsibility System in Shanxi:The loss of performance is highlighted. The deviation and the foam of performance exist. The concepts of protection are not enough; the implementations of responsibilities are not in place; the evaluation is careless; the performance is false.Chapter four analyzes the reasons of the loss of performances on environmental performance evaluation. Analyze respectively from the object of the game, the subjects of the game, the regulation of the game and so on.Chapter five is the suggestions on Environmental Performance Evaluation of local governments. Establish scientific value in Environmental Performance Evaluation; realize the multiple subjects; construct scientific indexes; improve the related mechanism and so on.
