Regional Ecological And Environmental Protection Planning Study

Based on the ecological regionalization and ecological function regionalization,eco-system eco-function,remote sensing and geographic information system approaches to eco-environment protect planning is offered in this paper. It is deduced from five different logical steps. ,the statement of the theoretical opinionFirst,on the basis of ananysis of ecological situation and ecological damage in China,it is pointed out that regional eco-environment protect planning is a good method for improving regional eco-environment quality and is important for regional sustainable development., its present ecological environment is analyzed and evaluated by the way of studying its regional background, that is,the basic natural summary, the social economy summary and the process of the city development. At last,the sub-ecological system such as nature, economy and society in Zigong District are analyzed.,the techniques and ways to protect and design regional ecological environment The ecological regions are distributed on the basis of the research and evaluation for the present regional ecological environment with the support of R.S and GIS techniques.The importance of distributing ecological functions is stated and the concept of ecological functions, the principles for region distribution, the reference,the target system, and the technical methods are systemically discussed.In the end we annlyzed Zigong District with the support of the System Dynamics Theory.,the whole design project for the ecological environment protection in Zigong district,the guarantee measures and benefits analysis for the application of ecological environment protection and design in Zigong district.The guarantee measures for the application of the design are stated from its policies, basic conditions and its capital. The benefits analysis for the application of the ecological environment protection and design is presented on the basis of its application experience proceeded in other districts and its own conditions of Zigong district.The regional ecological environment protection and design ideology with R.S and GIS as its techniques, with ecological distribution and ecological functions as itsspringboard can be spread to the whole country or be largely used in the ecological environment protection and design research, promoting the connection of ecological environment protection and design theory and its application.
