The research work targets on comprehensive management on lees and waste solution, we conduct research on protein forage production technique through solid fermentation and waste solution biological process by using biological method. We research on the best procedure condition and control parameter in order to reach the purpose of lees comprehensive management. After single factor experiment and multiple factor experiment, the procedure technique is processed and dependable. We conduct research on the best procedure condition of lees fermentation forage by applying the solid deep bed anaerobic fermentation. After single factor experiment and orthogonal experiment, the result shows inoculation quantity of the best fermentation parameter is 5%~15%, the amount of water of culture medium above 10%, fermentation time l~3day and fermentation temperature 28-32 ℃.Using solid fermentation procedure to produce rice lees protein forage, the procedure has several advantages such as stabilized function of bacteria, high concentration of bacteria, quick fermentation , culture medium without sterilizing, stabilized production quality stabilized, and easy control process and suitable for large production. If adding rice chaff to lees, the content of protein will be lifted at 30% after fermentation. It is only 14.7% before fermentation, and the highest is 31.6%. The content of fiber was greatly declined at the same time, and it has multiple digestion enzymes with comfortable smell. It is a nice protein forage.High saturation organic waste water can be decomposed into small molecular, which will be dissolved by aerobic microbiology. Then the decrement of CODCR of waste water may exceed 90%(100mg/L~150mg/L). By using aerobic biological treatment method, it can meet the standard of national II waste water discharging.Since anaerobic process device can be constructed underground, the procedure can greatly cut down the cost of waste water treatment by reducing the embryonic investment and the power consumption. The research on comprehensive management of lees and its waste solution helps to make reasonable use of waste secondary resource. It is accordance with national sustainable strategy and it is also important for alleviation of shortage of forage resource and improving national water resource environment.
