Collecting relative information about ecologial assessment and performing a case study of eco-environmental assessment, this paper has established an index system for regional ecological assessment and proposed a new method— Hierarchy Complementary Decision Thinking -Fuzzy Judgment Method for eco-environmental assessment. The method can not only reduce overlap information or overcome shortage of the indexes efficiently, but also quantificationally describe some of fuzzy problems easily and really reflect various kinds of non-linear problems in actuality.To appraise Eco-environment quality, and to open out the connection between the exploitation of environment resource and the development of economy ,this paper is engaged in systems analysis of the reality. Then the question between the exploitation of environment resource and the development of economy is investigated and researched. The quality of eco-environment in Weifang District from 1995 to 2004 was assessed with the method-Hierarchy Complementary Decision Thinking -Fuzzy Judgment Method by collecting correlation datas. The results show that eco-environment quality in Weifang has changed rapidly recently, and the level of the eco-environment quality has been improved year by year. By analyzing Weifang eco-environmental system that consists of three subsystem: natural resources environment subsystem, economic environment subsystem and social environment subsystem with the method, it shows that its natural resources environment subsystem is on higher level but some polution influences eco-environment and ecological resource is exhausting and stepping down; its economic environment subsystem is on lower level, the industrial structure is not very reasonable and the tertiary industries' developmental level is relative lower; its social environment has a great improvement, the quality of life and population procatarxis have achieved a higher lever but the fundamental facilities are lagged. It shows the three subsystems' development not to be harmonized. The development of economic subsystem drops behind of natural resource environment and society subsystems.The assessment gives a scientific and reliable result at the index-system, the weight-system, the eriterion-system and the method of Analytic Hierarchy-Fuzzy Judgment Potential .Then problems in the sustainable development in Weifang District were analyzed under performing the assessment, and some suggestions and measures were proposed for enhancing regional development.
